NI MAX Continues to not update the Network Device Changes I am Making

I am trying to modify NI Max.  It has duplicate aliases which is causing a problem.  Those duplicate aliases exist because NI Max was having other issues where it wasn't remembering previously added network device aliases.  Now, when I try to remove them, they won't save that way.  

My steps:

1. Open NI Max and expand the Network Device tree
2. Delete Duplicate Aliases
3. Duplicate Aliases officially deleted
4. Close NI Max
5. Reopen NI Max and expand the Network Device Tree and behold... they're still there...
6. 2023 Q4

Anyone got any insight into what's going on here?  NI Max is my friend... and yet this is happening on ALL our test racks.  And I mean ALL of them.

Debug attempts: I have tried to export the changes and then import them back in and that hasn't worked either.  Is there a config file somewhere I can just clear/delete?
