Thank you for discovering this! I usually don't use the Sample Projects, but I just tried to open "LabVIEW FPGA Control on CompactRIO" and got exactly the same error. I'm going to be "nice" and say that "This used to work, but somewhere along the line, something got corrupted by the Update process and was never caught by the Unit Test routines". I'll notify NI on your behalf.

I have Good News, and I have Bad News.
Good News -- the problem appears to have been fixed ... in LabVIEW 2020. I have LabVIEW 2020 running on another computer (it's the only version installed there) and the LabVIEW FPGA Control on CompactRIO template opened and showed me the Project without any errors.
Bad News -- LabVIEW 2019 SP1 f1 is (probably) the final Update that NI will release for LabVIEW 2019, so the probability that this problem will be fixed in LabVIEW 2019 is pretty low.
I attempted to check to see if this bug exists in earlier versions of LabVIEW, but I only have RIO stuff installed on LabVIEW 2019 and 2020 -- one fails, the other works.
Suggested (and, probably only) Solution -- upgrade to LabVIEW 2020.

Thanks for your reply.
I know it works very well in LabVIEW 2017 sp1 (32bits).
