Here is the readme for LabVIEW 2012 Simulation Interface Toolkit: http://digital.ni.com/public.nsf/allkb/049295038FF0EE2A86257A06006B2DAD
We do not guarantee that is works with The MathWorks, Inc. MATLAB® software 2013 (and I wouldn't recommend it). As stated in the readme, the latest one fully supported is 2011a.

I can see that 'NI tool' is not appearing in the SImulink tool box after installing SIT tool kit. I am using Matlab 2013a. Is this because Labview 2012 and 'Matlab 2013a -32 bit' are not compatible? When can I expect the Labview to upgrade its software for MATLAB 2013a? Does anybody have any definite answer if Labview 2012 works with MATLAB 2011a or any of its lower version?

If you followed the link above you would find the compatible versions for 2012 SIT:
To create a host VI for a previously-developed model, you need only LabVIEW installed. To develop your model, you also must be a properly licensed user of and have the following software installed on the host computer:
2011a is certainly in the range. 2013a is not a supported version for SIT, as it was deprecated in 2012. (2012 is the last version) Support for newer versions was included in the recent release of Model Interface Toolkit (MIT) which replaced SIT. It supports the same versions as VeriStand 2013. 2011a is certainly in the range

In any case is 'MIT' in spring release 2013 Lbview supported by Matlab 2013a or Matlab 2012a ?

As I mentioned, VeriStand and MIT version support are the same, which can be found in the readme or this knowledgebase article.
To answer your question, both 2012a and 2013a are supported.

Is there any link to evaluate Model Interface Toolkit?
I tried to download it from The Drivers and Updates, but it keeps redirecting me to same search page,

MIT is actually included with the VeriStand 2013 installer. You're not required to install both though. If you want to build Models you'll also want the model generation tool.
