Trouble communicating with ocean optics USB 4000

I want to understand how to communicate with an ocean optics USB 4000 spectrometer:

From Windows device manager

Seems to be working, operational from the Ocean Optics Oceanview.

I don't seem to be able to see it or add it to MAX

I'm trying to use the driver I found for the Ocean optics 4000 from the national website
