thanks for your response but can you be more specific because it doesn't work when i copy the file internet from addons LV 2011 to the same file in LV2016 ( without installing the internet toolkit )
so please can you share a VI example how can i replace the telnet functions (read , write ...)

As always, "doesn't work" is not enough. What exactly does not work? The application can be compiled? It won't work during execution?

NO i can't compile the application , i have this error as shown in the capture and i think it's because i don't install the internet toolkit only if install LV 2011 first but i'm working in windows 10 .
any suggestions please

Ok it's a license problem, I didn't think about. A workaround may be to install LV 2011 on your Windows 10 machine and activate the library. Is the activation code the same for both versions? Then, you can do what I suggested (I did the same with LV 2011 and LV 2017 on the same machine).

yeah i did it and it work but i can't install LV 2011 because i need to send it to a client and it's not appropriate to tell him install both versions of LV .
any other suggestions please

I guess the client does not have the whole development application installed? Don't you distribute an exe with an installer? In this case, once you compiled the program to an executable, you only need the LV runtime (2015 or 2016).
