Are you able to run the program that uses DB Tools and the Report Generation Toolbox (the code in the LabVIEW Project whose executable you are trying to build)? If it runs from within the LabVIEW Project, that suggests that the DB Tools and the RGT are available "somewhere" on your system ...
There was a message within the last few days on the Forum about a problem with LabVIEW 2024 and the RGT. I believe Andrey posted a "fix" for this -- let me see if I can find it and paste it in here ... here it is. See if this helps.
