I have reinstalled VISA again and agin ,VISA 15\15.1\18 etc,
but when I open NI max and perform menu as below:
it still and always show me an error,see as below:
meanwhile ,I found that the VISA path point to an invalid file that is not exist.
what is wrong ? what shall I do ?
is it necessary for me to reinstall my WINDOWS ?

It "looks like" LabVIEW (what version are you running?) did not install correctly. If you have done an "ordinary" LabVIEW installation (meaning you did all of the Installation and Un-Installation using NIPM, and never used any "force-uninstaller" routines), you should be able to safely remove all LabVIEW installations and do a "clean" reinstall of the version of LabVIEW you want to run.
To help us to give you better advice, please tell us the following:
I will confess when I first installed LabVIEW 2017 (which was my first experience with NIPM), it didn't go well. I tried to "re-install LabVIEW", and made the (fatal) mistake of not only uninstalling LabVIEW (using NIPM), but also trying to "clean" my system by fussing with the Registry. Then, of course, I had to reinstall Windows. Don't make the same mistake I did!
Once we know a bit more about your system and LabVIEW Installation, we can recommend if (and how) you can safely "uninstall/reinstall" LabVIEW. The detailed answers to the numbered questions will help us to help you.

The 18.0 version is fairly old, but you could consider the following options to try first:
1) You should be able to download the 18.0 version of the NI VISA installer from here: https://www.ni.com/en/support/downloads/drivers/download.ni-visa.html#306041, and then install it.
2) If that does not work, you could try a slightly newer version to try to upgrade VISA, say 18.5 from here: https://www.ni.com/en/support/downloads/drivers/download.ni-visa.html#306043.

I installed such things:
1.LabVIEW 2015 32bit and LabVIEW 2018 32 bit.
2.Matlab 2014a
3.vs2010
4.Veristand 2015 sp1
5.DAQ higher than or equal 2015 , forget the accureate version
6.visa higher than or equal 2015
7.xnet 18.5
This group above once work well,but I spend two day to solve the strange problem , reinstall again and again .
at last , I decide to reinstall WINDOWS and all the softwares above, it is really easy,just cost 4 hours.
meanwhile ,I get the skill to manage dual WIN10 system with UEFI boot.

If you've got a "clean" Windows 10 PC with no National Instruments software installed, I urge you to "pick a version" (I think I would recommend LabVIEW 2021, which I think fixes a minor issue in LabVIEW 2019, which is what my colleagues and I have been using). You need, of course, to have a license for whatever version you install, so plan accordingly.
In any case, the first thing you will install is (the latest version of) NI Package Manager, which manages the installation and uninstallation of NI Software. Once there, choose the Version that matches your license (e.g. LabVIEW 2018, or whatever). I recommend installing the 32-bit version, which I believe is (still) the most widely used. In the first pass, install LabVIEW, the VI Package Manager (not to be confused with the NI Package Manager!), DAQmx, and VISA. Install only the Additional Components you think you'll need (of course make sure you include the support for the Drivers you install). Reboot. Activate the software with your License number (or however you do it), and make sure you can start and run LabVIEW.
If there are more specialized packages you need (and are supported by your License), I'd add them at this point. Sometimes you can successfully load "everything at once", but if it fails, a smaller install can be removed more quickly ...
