Vi package manager error - "toolkitName" could not be added to VIPM because the file format is not valid.

I have downloaded latest version of VIPM (2020.2 build 2452) and tried to install a toolkit (*.vip files,all sorts of toolkits, even most new),

on an offline machine. i have labview 2020 installed.

i allways get error message " file format is not valid ".

please help me.
