It is basic math and you should be able to debug by probing the wires. Your remainder will be zero for 100 iterations, i.e. until 1 second has elapsed. then again for 100 iterations at 1 minute. (See attached simple demo)

As I said since you have a constant loop time you can base your save frequency in the iteration terminal. No need for the express VI.
