I've done some research on the Example Finder and it looks like it uses HTTP to query some services running on ni.com so no ports special ports (besides HTTP) should need to be opened. It uses the interfaces built into Windows, so if you can browse to ni.com in IE, you should be able to use the Example Finder.
Assuming you can get to ni.com, I'm not sure what else would cause this problem. It's possible that a software firewall is blocking unknown applications from making HTTP connections. Another possibility could be unexpected downtime on the web servers. If your internet connection is really slow, it's also possible that the connection is simply timing out. \
