Your outer case structure has two different cases for "HO" and no case for "HP".

(Lot's of things could be greatly simplified. Can you explain the desired behavior for all possibilities? Where does PAM come from? Since your three LEDS are mutually exclusive, all you need is a radio-button indicator.)

There are 2 cases as HO, change one of them for HP and you will be fine.
