I'm afraid nobody on this forum is going to have the code for you on how to control that light dimmer.  I'd suggest contacting that website and see what they have.  If they have at least some other program in another programming language, then it MAY be possible to translate that to something that will run in LabVIEW.

Use a DAQ card with a timer/counter. With that gemerate a TTL PWM siginal that fires a zero-crossing solid state AC relay.
