Where might I find a download link for gpib-usb-hs for use with Labview 8.6.1 runtime?  Windows 10.

It's not clear what you want. LabVIEW 8.6.1 is a completely independent application from GPIB. While it can use GPIB there is no very specific driver you would need in that respect.

The main issue is on what OS you want to run it, as that will dictate the actual version of NI-488.2 you need to install. Any NI-488.2 version 17.0 and newer should be fine for Windows 10.

But LabVIEW 8.6.1 is officially not compatible with Windows 10 although it usually works depending on extra hardware that may be accessed by the application.
