I had to kill multiple versions of NIOfflineHelpViewer.exe in the main list and under NI Package Manager, but eventually the installation continued. Thanks for the tip!!

I ran into the same problem with the installation of LabView 2024 Q1 community, and even let it run for almost a full day to see if it continued, but of course it never did 😞 I don't know how many times i tried restarting the installation, kinda lost track, but it always got stuck at this point.
Because there is no actual error message given at any time, i really had no clue what was causing the problem, but this was the solution i was looking for, and it works! There were actually multiple instances of the NIOfflineHelpViewer.exe running, and i just killed the first one in the list and the installation continued immediately.

Saved me a bundle of time.
Let me add that I run the command line, but it works only when running the command line in administrator mode.
In my first attempt, was in normal mode, and the closure attempts were denied.

The above solutions are all a bunch of BS!
Just update the NI package manager to the last version and everything will work,
