Well LabVIEW does have a runtime engine which is distributed free. In no way is it common. It runs LabVIEW generated code only and is required to run LabVIEW generated code. More information and the RTE are available here!

In a nutshell- YES.
the .NET CLR was developed by Microsoft although the Base Class Library is discribed by an open standard patients and IP issues may encumber implimentations of the BCL.
LabVIEW embedded was developed by NI to target specific kernels from LabVIEW generated code and is subject to Patients and License argements with NI.
