first i uninstalled every thing related, then some files remained. I changed settings to safe mode and deleted them manually. so nothing is left on my computer

Registry entries are NOT files. For 2018 there is NIPM and probably remnants of the classic installer tools. Things need to be uninstalled in the right order.
To the OP: If the 2016 installer finds newer version of programs, the uninstall of previous version was not clean. I would uninstall everything NI related and start from scratch.

Even those of us who are careful, have installed multiple versions of LabVIEW over the years, and have been "burned" by the changes made in 2017 when NI introduced NI Package Manager, can still get hosed by "mysterious things happening". I'm currently unable to use my Laptop for LabVIEW Development because NIPM "snuck in" to my system (probably a few months ago). I'm running Windows 10 (x64) and had installed only LabVIEW 2016. I'd tried to not install any NI Updates (though I think I may have installed 2016, f5), yet a week ago, I discovered that a third of the NI Services that should be running on my machine, including the NI Service Locator, were missing. As it happened, NIPM managed to sneak in and at some point, I lost functionality.
I tried to do a complete Uninstall/Reinstall (after consulting with NI Support on other ways to fix this). It seemed to "take", I now have all of the Services (18, in my particular case), but I cannot install VIPM, I cannot uninstall VIPM, and NI is again puzzled what has happened. So I'm still "down" ...

I apologize for the misinformation. OnTheHub is a valid source to download the student version of LabVIEW as well as Studica and Elektor.

I wonder if the problem has bee solved. It seems having LV2018 ever installed and then incompletely uninstalled can cause problems. Is there an officially recognized procedure to bring the PC into a clean state that allows installation again? (e.g. uninstall everything possible using NIPM, uninstall NIPM, uninstall everything in the "National Instruments software" entry, etc.).

I wrote a "How To Remove LabVIEW 2018 Safely" document somewhere (I think as a Reply to a Forum Post), but now cannot find it. I'll keep looking, and will post it here when/if I find it ...

@Silvana, the tips about turning off AV also applies when installing. Though it seems you have other issues i've failed to install updates with AV Active.

I just found my post about How to Safely Completely Remove LabVIEW 2018. I was answering another Forum post today, and did a Google search for "Safely Remove LabVIEW 2018" (I think that was my Google search phrase), and out it popped!
