Same issue. Prepping a computer lab at a college for classes next week but unable to install anything from package manager.

Changes are being made to National Instruments servers. Nipkg path has been removed from FTP download path. Till there is a fix, NI Package Manager is pretty much useless. You can view the path from ni-package-manager-released.ini file located inside "Program Files\National Instruments\NI Package Manager\Settings" folder

Seems like thy have been having a lot of trouble lately. Maybe the initial switch to everything Emerson.
