remote panels and exe_KB clarification

I can do everything up until LabVIEW 8.6 and later:

The problem is with niwebserver.conf - I am trying to use remote panels with an exe which I have distributed to a machine which does not have the development environment (only RTE).

There is no niwebserver.conf file included with the exe build, so how can I apply the necessary changes to it?

Needless to say that the remote panels connectivity to my exe does not work.

I believe that this KB article is missing something.  Can anybody tell me what it is?

The niwebserver.conf is created when you enable the web server. To do this, in the LV environment that you developed your exe in, go to Tools»Options. Go to the Web Server category and check the box that says Enabled Web Server. As soon as you do this niwebserver.conf is created in Program Files\National Instruments\LabVIEW. Now when you rebuild your executable niwebserver.conf will be created in your build folder.
