I searched NI database and didn't find any driver for this device.
I looked at Agilent website and in the 16700 manual I found that there is a software called IntuiLink that install ActiveX controls that can be used with LabVIEW. The only thing that is not clear is if these ActiveX include controls for the 16720A 300 module.
You should ask Agilent if it is possible to communicate with the module programmatically.
