I am searching for a PDF Reader that can be command line launched from my CVI application that can specify display a PDF file within a window containing no title bar and no menu bars or drop-downs. I want a user-read-only screen display for teaching aid purposes. Appreciate your comments.

Here's a Community post containing an example that uses the Active X Adobe Acrobat Browser Control. You might want to look into it:

The example embeds a PDF viewer control inside a LabWindows/CVI panel. You can further customize the panel appearance so that it doesn't use borders or a title bar.

I also made some experiment with Adobe Reader: you can find them here.
I must admit though that I found very little documentation on ActiveX interface to Adobe Reader so I only made some trials on tailoring the aspect of the Adobe window embedded in the CVI panel. Nevertheless you may try experimenting with the commands exposed by the instrument to try getting the aspect you want: Set Show Toolbar, Set Layout Mode, Set Page Mode are probably the methods you need to experiment with.
