Including SQL database support with distribution CD under LabWindows 8.5

I have two LabWindows applications that I imported into 8.5 from 7.1. Both use SQL toolkit for MS Access database support.

The first application seems to install properly from distribution CD.  The installer says "Installation Complete. This installer has finished updating your system." When I hit the "Next >>" button, the installer says "Install Supplement dialog - The distribution kit will now install the basic database services." and then presumably installs the database sevices.

However, the second application does not offer the Install Supplement dialog when the "Next" button is pressed. 

I have extensively scrutinized the LabWindows 8.5 Build settings for both applications and (1) cannot see how the basic database services are included in the install, and (2) how to make those services available to the second application. Can anyone help?
