While researching upgrading a desktop PC running a LabVIEW Real Time app to 2020 I came across this Phar Lap road map slide:
Is the last sentence under 2020 Q4 correct? I hope it means that RT applications for Phar Lap targets can no longer be developed.

It means indeed that. Pharlap support is phased out from all NI software platforms, with LabVIEW dropping support for Pharlap in the next release (spring 2021) too. And 2022 is definitely going to end Pharlap support when NI will stop selling the hardware too.
It's not that surprising considering that Pharlap development and support was basically ended in 2013 by IntervalZero and NI has held on to it for almost 10 years now.
