Just a guess (I haven't tried to install 2017 till now). Could it be that you already have CVI2015 installed so the Win SDK is laready present on the system? Since it now installs in a common folder, maybe the installer recognizes this instance and inherits it without need to update.

Yeah, that's probably it. No changes to the SDK in 2 years ? That's a surprise...
