Tooltips don't come to the foreground.

I am using CVI 2012 SP1.For some reason the tooltips stay
behind the panel.  My panel is set to NEVER be floating.

Do you have your tool tips setup like they are in this document?: https://decibel.ni.com/content/docs/DOC-19508 

What are your SetCtrlToolTipAttribute() and GetCtrlToolTipAttribute() set to?
