Visa Error 0xBFFF009E under devices

I have NI-Visa (most up-to-date version) installed in windows2000. In Measurement and Automation Explorer, under Devices there is a node with a visa error - "Visa Error Code 0xBFFF009E(VI_ERROR_LIBRARY_NFOUND).
Ni-Visa can be seen under the software heading.
If anyone has any ideas what is missing please let me know.

If you click on the error node in the tree, it should display detailed error information in the right-hand pane. Specifically, it should tell you which DLL(s) it couldn't find or load.

I am seeing the same error but there no mention of a specific library: 

viOpenDefaultRM returned 0xBFFF009E (Error - A code library required by VISA could not be loaded)
