Web Client asks to download files every time

I am having an issue on remote computers running the web player. Every time I open the web player I am prompted to download files. I look in the Lookout folder and I see the latest process files in there as well as all the graphics required in the graphics folder. So, why am I continually getting prompted to download ~17Mb files like I did the first time I had to download updated files from the server?
 
My Lookout Server is running Lookout 6.1 (build 3) on Windows XP Pro.

I left out 1 important piece of information - this issue is occurring on machines that ARE NOT on our domain.

The web client should not redownload all the process files or graphics files.
 
Do you mean the computer in the domain doesn't have this issue?

Computers running the web player that are on the domain DO NOT have this issue, only computers that are not on the domain.

I'm not seeing this behaviour here. I test a client computer which is not on the domain. The server is on the domain. The client just downloads the files for the first time, and then no need to download. This is expected behaviour.

Could you test other process? Create a simple process, and export to the server. Try to access it from the client computer. Let's see if the problem exists with any process.
