Its unrecognizable if your camera and the objective you want to achieve are far from processing.
For the current image you can definitely find those two bars crossing the red illumination away from the center using threshold and particle analysis. But I don't think you can achieve your objective since the setup is not precise.
Make sure you have better setup (I mean you can change the camera parameters and enhance the image) else you can elaborate your query for what you want to do. This will help you to prepare better setup arrangement.
