We have an application that should be able to run in mode A if the vision runtime is installed or mode B if it isn't.
Mode A would require the vision toolkit be installed and properly licensed.

I'm not sure you can do that... I think if your application was built with a VI inside of it that requires an active vision runtime licence it wil ask for it when the application is launched.
Maybe if the calls to those functions were in plugins then you could get to your target.

Correct. Deciding if the 'plugins' should be loaded requires determining if the vision toolkit is installed.
