Is a license needed for vision acquisition and vision development functions running on a real time target?

Hello nanocyte,
Deploying a real-time vision application to a real-time target does not require a vision deployment license if you are deploying to a Smart Camera, Compact Vision System, or cRIO. The development machine will of course need to have a valid license for Vision Acquisition Software (VAS), Vision Development Module (VDM), LabVIEW Real-Time Module, etc.

Are there certain NI targets where a deployment license is required?

Hello nanocyte,
As a rule of thumb, if you will be deploying to a target which is running on a Windows OS, then you will need the vision run-time engine. If you are deploying to an NI target running a real-time OS, then no vision run-time is required.

What hardware are you planning to use? If you provide me with some additional details regarding your application I may be able to give you a more precise answer tailored to your particular situation.
