Are there advantages/disadvantages to installing in either of the suggested locations?

CAUTION! New LabVIEW adopters -- it's too late for me, but you *can* save yourself. The new subscription policy for LabVIEW puts NI's hand in your wallet for the rest of your working life. Are you sure you're *that* dedicated to LabVIEW? (Check out this lengthy post of mostly complaints)

Installing in <LabVIEW Data> allows any version of LabVIEW on the installed PC to use the plugin.  Just make sure to save the plugin for the earliest version of LabVIEW you want supported.  The <LabVIEW 20xx> directory will limit the plugin to operating in a certain version (year and bitness) of LabVIEW, which may be preferable if, for example, your plugin is only supported in 64-bit or has a method only released starting in LabVIEW 2016 or something like that.  (I've honestly never come across these cases with quick drop plugins, so I always install to the <LabVIEW Data> directory.)
