Does the NI-9191 webAPI work with NI-9181 ?

It does not. That was an NI Labs project that required a unique build of the 9191 firmware (that went along with the "NI cDAQ-9191 Data Display" mobile application). Not all NI Labs projects survive to become mainline features, and unfortunately this is one that did not make the cut. The current versions of cDAQ-918x/9x firmware do not include this support.
