NI PCI-6281 and SCB 68 voltage

So I am trying to connect a heidenhain optical encoder to measure RPM on an engine. Anyways, after spending some time with an o-scope and the encoder, I questioned the 5 volt source on pin 8 and compared it to the pin 7 ground. Anyways I was getting 0.5 volts on the fluke. Pulled the cable connecting the card with the break out board and tested the cable with really really small bayonette probes and got 0.8 volts on the fluke. Hooked it back together and got nothing... Does this make sense? I would love just to get a signal to the computer.

Are you trying to use the +5V at pin 8 to power your encoder?  Have you checked that your fuse is ok,

as described here?  What happens if you provide 5V from a different supply (and connect its '-' terminal

to a DGND in the SCB-68 to give them the same reference)?
