All those counters, and ones from similar series, are dead. Strange that nobody for many years havn't got deal with it. I mean dead models eq. dead simulator.

They work with the datasheet configuration and the inputs properly wired, they are not supposed to work with just random inputs on the pins.
They are 'models' that model the chip, so check the datasheet and wire the inputs as they should be wired according to the output that you want.

I wired it for the count output, set the clock to 10 Hz so I can see the change and looked at the bulbs blinking.
