Hello! In most cases, I'd imagine you're absolutely correct. I have a bit of a unique situation where I only have mobility in one hand, so I really depend on the configurations I've developed over the years for accessibility, especially the keyboard customizations that allow me to use my special one-handed keyboard. It'd be really time-consuming to rebuild everything manually, plus I don't want to risk making a mistake and losing functionality.
For now I've just reverted back to 14.2 so it's not a pressing issue, but it would be nice to eventually have a feature to update the version of settings files, similar to the database converter tool.
