What additional development kit is needed compared to RIO

We have been using PXI RIO cards for some time, developing using FPGA 8.5 which was upgraded under our SSP to 8.6.

We will need the NI FlexRIO Adapter Module Development Kit for the customized adaptor modules (and obviously the FlexRIO board itself) but is the FPGA 8.6 Module sufficient for developing the FPGA code?
