Installation of NI Linux RT system image fails

I'm trying to install software onto my NI real-time target.I have connected my real-time target to my PC and I can see it in NI Measurement & Automation Explorer (MAX) under Remote Systems.When I select a system image (such as Linux RT System Image 21) and click format I immediately get an error message:

One or more software set items could not be found in the repository

 My controller is PXIe-8861,which bios version is 1.2.6f5. I had download NI Linux Real-Time Offline Installation Support and match for the version of the NI Linux RT System Image.But it still can't solve the problem.

Can you try an online installation and see if that works?

I really appreciate your help. I tried to use my laptop to format controller to the image system,and the problem was solved.It may be that I made some mistakes in the remote system configuration of my previous PC, which led to the failure of normal formatting.😅
