Can't open seq file

In seq file, there a step need run with administartion right. I set the config and open below setting.

And i try to open seq, it shows 'CreateProcess Failed'.  I have to open the NI Testand first ,then open seq.

I wonder how could i open a seq directly with administration role?

Right-click on your target sequence file and click on Properties. In the 'General' tab, within the 'Opens with' section change the default application to the one which you gave admin rights to (Seqedit.exe in the pictures). Apply the changes. And try by opening through sequence file.
