Question about teststand licenses

I have been handed these articles and told to find out if these licenses have been activated, or if they can be activated by a new user.  There is no backstory on these, just they were discovered here.  Is there any way to tell if a particular license is able to be activated?  Is there something inside the sealed green envelopes that is the actual key?  Is it permissible to resell these?

Also the USB drive appears to be just an installer for LabView and LVNXG, is it something else that's not obvious?

You can reach out to NI Support to see who's the registered owner of the serial number. They might be able to provide you with the activation history as well.
