Reload Insertion Palette without restarting Engine?

Hi all,

I'm working on a Custom Sequence Editor and there are Step Types that I wish to prevent from being inserted into the root sequence and likewise, there are steps I wish to only be able to drop in the root level (parent) sequence. 

I could do this as an OnNewStep action like an undo, but this seems clunky. I'd prefer to have a kind of context-sensitive Insertion palette. So if I'm in MainSequence show one palette and if I'm in a Sub Sequence, show a different one.

I can do this manually by replacing GeneralEngine.cfg and relaunching TS or in my OI by Stopping and Starting the Engine. Is there a way to force a reload without Stopping the engine?
