Ok I may have misdirected you. You can delete, or rename, ToolMenu.ini and restart TestStand. Go to Tools>>Customize and click the Restore Defaults button. You should get all the defaults back. For each of the items there is a Hidden option. You can put !Runstate.IsEditor and they will only show up for the editor. You could also trigger off of the users rights. For instance if you only wanted the Admin to see the menu item.
For some of the native ones you won't be able to edit them in the Customize dialog. And this is where I need to put a big fat disclaimer. You can edit the toolmenu.ini file directly in notepad or another ascii editor. Change the HiddenExpr to !RunState.IsEditor for the ones you want to show in the editor.

Thanks. I Need to show in Teststand full feature user interface only the customized tools. Your solution looks like applying to Teststand sequence editor user interface.
