Blinking PWR LED on PXIe-8821 Controller

Hi, I'm currently facing a problem regarding PXIe-1071 chassis and PXIe-8821 controller.
Below are the chronology of the problem, and what I've tried:

 

My company has 1 running PXIe-1071 (Chassis A) + PXIe-8821 bought from NI a while ago, and 1 spare second-hand PXIe-1071 (Chassis B).
We need another PXIe-1071 for our next project, but since the lead time for the chassis are very long lately (and the project delivery time can't wait that long), we chose to get another second-hand PXIe (Chassis C) too for temporary installation while waiting for the fresh chassis from NI.

The Chassis C has already arrived and we wanted to verify the chassis condition first, so we did a test using our existing controller:

1. Make sure the controller was still working properly in Chassis A, along with the other PXIe modules. --> System working properly.
2. Turn OFF power of the chassis.

3. Put the controller in Chassis C (the "new" second-hand chassis) --> (only the controller card without any additional modules).
4. Turned ON the chassis power --> The "PWR OK/FAULT" led was blinking GREEN, while the "DRIVE" led remained unlit at all.

5. We put the controller from Chassis C back to Chassis A (from step 1, which worked fine).
6. Turned ON the chassis power --> The same case happened as in Chassis C (PWR OK blinking GREEN).

7. We tried the controller in Chassis B (spare working chassis).
8. Turned ON the power --> Same PWR OK blinking GREEN.

As quoted from the Troubleshooting Manual document for PXIe-8821, this means:
"One of the onboard power supplies is operating outside of the normal limits or the system power supply is out of regulation"

What I've tried so far as instructed in the manual:
- Check AC Input Source = 222.8 VAC (50 Hz)
- Remove all cables from the controller.
- Try the controller in different chassis (tested in 2 confirmed working chassis).
- Remove & reinsert the RAM.
- Clear the CMOS.
- Check the CMOS battery voltage = 2.904 V

 

*I also tried to check the DC Voltage output from the XP1 connector of the Controller slot (in the Chassis), by switching the switch 1 of SW1 ON and turning ON the chassis without any controller:
Chassis B:
- Pin A~B = 3.411 V
- Pin A~C = 5.112 V
- Pin A~E = 12.03 V
- Pin A~F = 12.03 V
- Pin A~D and Pin A~G = 0 V

Chassis C:
- Pin A~B = 3.397 V
- Pin A~C = 5.143 V
- Pin A~E = 12.11 V
- Pin A~F = 12.11 V
- Pin A~D and Pin A~G = 0 V

My questions are:
1. Is there any way to check if Chassis A & B are still in good condition? I haven't tried another controller in the Chassis yet, in case the Chassis has gone bad and afraid it will break the controller instead.
2. What can I do / try to make the controller working again? Or at least advise on what to do to narrow down the cause of the blinking led.
3. Advise on what to check on Chassis C. Is it possible if the chassis was the cause of the problem on the controller, or if there's possible mishandling when we moved the controller from Chassis A to C.

Most probably chassis C is not working properly, and it caused a fault in the controller.
What I suggest is to RMA the controller.
I suspect chassis C also needs RMA, however unless ID was properly transferred to you, I don't think you'll be able to RMA it, because of buying that second-hand.
