Error Installing FlexRIO with Modular IO

Hi All, I am getting the below error when trying to install FlexRIO with Modular IO.


An error occurred while installing a package: ni-flexrio-runtime-6series (24.5.0.49290-0+f138)

Additional error information:
• An error occurred while installing the MSI at 'FlexRIO_6Series64.msi'.

 Out of 50 or so drivers, this is the only one I am having issues with. Technical support said its a windows error so they can't help.
Anybody have any thoughts as to what I should try next. Our company policy doesn't allow us to Turn off the Antivirus/firewall, unless I can tell them specifically what need to be off.

1) I have tried installing the offline distribution.
2) Uninstalled everything and just tried to install this package.

3) Checked %temp% directory has the correct permissions.

4) Upgraded to latest NI Pkg Manager & Latest FlexRIO package.

I am an admin on the PC.
