Hello,
This issue can come from any number of reasons. However, has the device ever worked beforehand? If so, an event may have caused this blinking red power light.
Also, sometimes the blinking light comes from the connector being plugged in a reversed/backwards configuration. This is further explained in the article below. See if this helps.

Shaik,
This is the first time using the card, so I can't say if it had previously worked.
This issue occurs when I install the card into the PCEIX4 slot in my PC.. There are no other connections. The blinking LED is on the PCIe-8371 card.
I tried loading BIOS compatability software and have the dip switch in the correct settings, but with no success.
Can you think of anything else that might be causing this ?
Thanks,
James

Hello,
Sometimes the PCIe slot in some computers may be dedicated to other functions and will not work with the PCIe 8371. Does any behavior change if you try it out in other slots on your computer? How about trying it in another computer for troubleshooting purposes?
