I'm trying to understand which "parts" you have working and which "parts" are not working.

Fundamentally, there are two "parts": The PIC running C code and the PC running LabVIEW. Is either of these known to be working?

That is:

Is your PIC using C code putting out USB data?

Is your PC using LabVIEW code able to read USB data (from any source)?
