My company manufactures in multiple plants around the world. I have a problem in China and need to debug, and since the code is distributed in exe form, that is a problem. My approach was to install a 30 day trial license of LV2010 SP1, planning on removing it when the debug is done. To this point, all is fine. The problem is that the app requires the Database Connectivity Toolkit. I downloaded a copy and tried to install. It says it can't install because LV2010 is not installed. Is this because of the eval license?

Very likely, but the far better solution is to not burden yourself with the DCT. It is a major complication to a process that is essentially very simple. As an alternative check this thread.

If I wanted to rewrite hundreds of running applications I could do that, but what I want is to install the DB tool kit for a bit of troubleshooting.
If NI would change the terms on their license server, I wouldn't be having these problems.

No need to shout. That's just rude.
How is it NI's fault that your company will not give you a license to do your job? Was the code created by some other company? Another department?

Did you install the 32-bit of LV? Database Connectivity Toolkit can only be installed in 32-bit LV.

We have three full licenses at our company and three LabView programmers. We need to use a license server, that way we can install LabView Dev on machines for debug only and run compiled for daily use. From what I get from IT, NI requires a lot more seats before they will allow use of a license server. Local reps say no problem, but corporate says no dice.
