NET STOP

NET START

THEN ALSO AM GETTING SAME PROBLEM

Do this as a quick attempt. Under the  "OPC Settings" tab there is an option for "Use DCOM configuration utility to set security" ... this is ON by default. Uncheck this box and restart the service.
