I too am having problems related to FileSelectPopuEx and then running WMI function calls such as CoInitializeEx and CoInitializeSecurity. I think this has to with the threading appartment that is set when one calls FileSeelctPopupEx (or FileSelectPopup).. There are some hints in the Class help for FileSelectPopupEx and CA_InitActiveThreadStyleForCurrentThread. Here there are suggestions for running FileSlectPopupEx in a spearate thread. Honestly, this has not worked for me and I am coming to the forums looking for an answer. I will try to post some code that will consistently cause the problem in my machine today or tomorrow.
