When I download Linx version 1.0.0.59 I get a message:"This package is not compatible with your operating system or any LabVIEW version installed on your computer". I am running LabVIEW 2012 SP1 on Windows 7 64 bit.

I'm pretty sure there's a version 2 out that might fix any compatibility issues. If that doesn't fix it, you should ask on the LINX forum rather than here.

Your description is incomplete. Is your LabVIEW 2012 sp1 32bit or 64bit?

What version of VI Package Manager do you have?
Make sure you have the latest version of VIPM installed. VIPM throws that error if you try to install a package that was built with a newer version of VIPM.
The documentation on the package shows that it should work otherwise:

Go to Help >> Check for VIPM Update from within VIPM. Mine is build 1963, so it looks like you can upgrade slightly.
