Can only see half the cards in PXIe-1084 chassis

I am using RT Linux with PXIe-8821 and PXIe-1084 but only slots 2-7 are showing up in NI MAX. 

I tried swapping a card from slot 8 with slot 2 and it shows up in NI MAX. 

This controller and chassis are brand new. 

Any ideas?
