PXI rack devices seen but not working

I moved a few things around in the rack and was able to see and self test

all devices when connected with my development system but when I connect up

the test PC to this text PXI rack this is what devices can be seen:

What NI Software is missing or what NI software do I need to repair in order to

see the following devices without errors in NI MAX?

6: PXI14::14::INSTR  (PXI-4110) 

7:PCI Device "PXI114::13::INSTR"  (PXI- 4071)

The PXI-4110 should require the NI-DC Power driver.

The PXI-4071 requires NI-DMM driver.

Now if I can only get the teststand sequence files to launch, I can return this PC to our fab house so that

 we can start up production again...

OK, all devices now appear in NI MAX:
 

And if I open the test panel on the PXI4071 while running my tesstand sequence file, the front panel

will record a value of 2.45V (which is connected to this device at the time) but the teststand sequence file that is measuring this device reports 0v...

Is there some sort of steps that I need to follow in order to sync the teststand up to the PXI device?

So it appears that teststand is calling a VI to measure voltages via the PXI-4071 and there are some key files missing like the

DAQmx Write that I need t figure out how to get a copy of that back on this PC...
